About This Course

Welcome to this online course from UNESCO Open Learning. This course will introduce you to FloodAdapt, an open-source decision-support tool that helps communities understand and plan for future flooding. By the end of the course, you will understand how to use FloodAdapt to support flood risk assessment and adaptation planning.

Throughout the course, you will follow video lectures, work hands-on with the FloodAdapt application, and test your understanding through several quizzes. In the lessons you will:

  • Learn the fundamentals of flood risk and adaptive planning.
  • Install and set up FloodAdapt on your computer
  • Explore different components of FloodAdapt to create what-if scenarios.
  • Use model outputs to identify flood risk hotspots.
  • Develop adaptation measures and combine them into strategies.
  • Assess the effectiveness of adaptation strategies.

The course consists of 4 modules:

  • Module 1: Introduction to Flood Risk, Adaptive Planning, and FloodAdapt
  • Module 2: Getting started with FloodAdapt
  • Module 3: Exploring events and identifying hotspots
  • Module 4: Adaptation planning

The course takes about 10 hours to complete.

Kathryn Roscoe

Dr. Kathryn Roscoe has over 20 years’ experience developing methods and tools for flood risk management and climate adaptation. She is an experienced software team leader, project manager, risk analyst, presenter and technical writer, dedicated to communicating scientific materials in an accessible and engaging manner. She specializes in the development of user-accessible models and tools for risk-based decision-making, frequently working with stakeholders and end-users to ensure designs that resonate with their needs. She further has broad experience in probabilistic risk analysis, flood damage modeling for vulnerability and risk assessments, adaptive planning under climate, policy, and socio-economic changes, and the integration of social vulnerability data to improve equity in flood risk management.

Within Deltares, she operates as a liaison between cutting-edge technical advances and practical applications in urban environments. Over the last five years she has managed the development of FloodAdapt, a rapid open-source physics-based decision support system designed to bridge the gap between flood-impact modeling advances and practice, and to accelerate flood adaptation planning in urban communities.

Panagiotis Athanasiou

Dr. Panagiotis (Panos) Athanasiou is a coastal engineer and researcher who works at the interface of science and decision-making, helping translate the complexities of coastal hazards and flood risk into clearer, more actionable information. With a background in civil and hydraulic engineering, he earned his MSc with honours from Delft University of Technology and completed his PhD at the University of Twente, where he focused on large-scale coastal hazard assessments, and the modelling of shoreline change and dune erosion under sea level rise and extreme storms.

Panos specializes in the development of user-friendly, scalable workflows for coastal hazard and flood risk analysis, bridging physical modelling, artificial intelligence, and user interfaces. He has contributed to the design and implementation of tools—most notably as a core developer of FloodAdapt, a decision-support tool that empowers governments and communities to plan adaptation strategies for flooding. His technical expertise spans coastal modelling, flood impact analysis, machine learning, and geospatial analysis. Beyond tools, he contributes to global datasets and modelling frameworks that inform both international policy and local planning.

Panos has co-authored several publications in international peer-reviewed journals (such as Nature Climate Change and Earth System Science Data) and conference proceedings, covering topics such as coastal hazards, global flood risk, and climate adaptation. In addition to his research work, he regularly supervises MSc students and contributes to academic teaching.

Currently, the FloodAdapt application and hands-on exercises require a Windows operating system.
